Dr. Willy Ngaka is currently an Associate Professor in the Department of Adult, Community & Lifelong Learning of Kyambogo University. He is the coordinator of a multi-country and multi-university UNESCO/UNITWIN research network on “Literacies, green skilling and capacity development for sustainable communities in Africa”. Before joining Kyambogo University, Prof. Ngaka was the Head/Chair of the Department of Adult and Community Education at Makerere University. He was the founding Coordinator of Makerere University Centre for Lifelong Learning and the Dean of the Graduate School at Uganda Technology and Management University from October 2017 to September 2019. He holds a PhD, 3 Masters’ degrees, BA, 3 diplomas, and several certificates. His interests include: adult and community education; lifelong learning; qualitative and mixed-methods research; and language education and policies. His book manuscript on Modernizing Agriculture or Reproducing Poverty in Uganda: An ethnographic study of subsistence farmers’ literacy practices has now been received and accepted for publication by Fountain Publishers. He has participated in a number of consultancies and educational activities of many international organizations like UNMISS, UNFPA and UNESCO. He was the Lead consultant in a project that developed policy briefs and pronouncements on socio-cultural norms, values and practices impacting on prevention of sexual and gender-based violence, maternal ill-health, teenage pregnancies and HIV/AIDS among the Lugbara in 2014. He received a Certificate of Merit in Contemporary Policy and Theories of Adult Education from the University of Natal in 2003; the Elva Knight Research Award from IRA for excellent PhD research proposal in 2006; a postdoctoral research fellowship from the University of KwaZulu-Natal (UKZN) in 2013; and a CONFINTEA research scholarship from UNESCO Institute for Lifelong Learning in 2016. He has served as an External Examiner for UKZN and Uganda Management Institute and Advisor on Sexual and Gender Based Violence programme with Lugbara Chiefdom. He is active member of several organizations including the International Jury for UNESCO International Literacy Prizes, International Literacy Association, Golden Key International Honour Society, the British Association for Literacy in Development, the American Association for Applied Linguistics; Uganda Evaluation Association; and the Reading Association of Uganda.
